These targets are measured against a baseline year. Each building manager must declare their annual energy consumption on the OPERAT platform, set up by ADEME, in order to monitor changes in building performance.

The BACS Decree follows a complementary logic. It requires the installation of Building Automation and Control Systems. These technologies enable intelligent management of heating, ventilation and air conditioning (HVAC) equipment.
